Especially in these tight economic times, getting the board or CEO to sign off a Business Case is becoming harder. Boards and Executives are under extreme scrutiny to ensure that investment decisions are well justified, documented and validated. Increasingly boards are rejecting IT investment proposals as they are incomplete lacking analysis or short on quantifiable analysis of costs and benefits. The cost to generate a robust business case can be a major investment in itself of internal resources, to have the proposal rejected becomes a costly exercise. A recent client spent an internal cost of over $100k to prepare a business case only to have it rejected, a further $40k was spent to then do the job right and resubmit the business case. Typically an IT business is submitted by the CIO as the investment owner, and a business general manager/executive as the beneficial owner to the proposal. This requires good coordination, and agreement of the 'process of creating the business case'. Not surprisingly many IT Managers and business executives are not experts at putting business cases together, it's not their core skill.
